The U.S. bill
Back the "End Oil Aid Act".
Introduced by Rep. Maurice Hinchey (D-NY) on April 17, 2007 as H.R. 1886, the End Oil Aid Act would:
- prohibits the Export-Import Bank and OPIC from financing oil or gas field development projects;
- direct U.S. executive directors at the multilateral development banks to oppose oil and gas project assistance;
- push the OECD and other export credit agencies to do the same.
The bill did not pass its committee — but it drew the line in public. The same fight has been reintroduced as political pressure every year since.
